Closed? in Eldersburg - T-Bones & More

Seems like everyone in Eldersburg knows that T-Bone & More is closed.  Their service sucked and their food was terrible, except that no one ever went there.  However, I came across this little gem while looking through some Carroll County licensing reports online.  Perhaps it is not closed after all.

On August 13, 2014, beginning at 10:00 a.m., or as soon thereafter as possible, the Board of 
License Commissioners will meet to discuss in open session any pending or new business in the 
Reagan Room, (Rm. 003) of the Carroll County Office Building, 225 North Center Street, 
Westminster, Maryland 21157.

Is the restaurant temporarily closed or closed-closed?  There is a for lease sign up in front of the store now.  However, the "Now serving beer, wine, and alcohol" sign is still there.  In Eldersburg, beer and wine are different than alcohol.

So does anyone know what's really going on with this place?
